Adopted February 15, 1876:

Each House may determine the rules of its own proceedings, punish members for disorderly conduct, and, with the consent of two-thirds, expel a member, but not a second time for the same offence [sic].

Editor Comments

Note that the Texas Attorney General, in Tex. Att'y Gen. Op. KP-347 (2021), opined that: "[T]he House and Senate must determine procedures, consistent with the Texas and U.S. Constitutions, for providing public access, conducting public testimony, debate, and voting on legislation during the legislative session."
