The Texas Attorney General, in Tex. Att'y Gen. Op. [https://www.texasattorneygeneral.gov/sites/default/files/opinion-files/opinion/2002/ga0006.pdf#page=6 GA-6] (2002), opined that: "[T]he term of office of members of the legislature begins on the day the legislature convenes in January of odd-numbered years. The clear implication is that a member of the Seventy-seventh Legislature who was elected to the Seventy-eighth Legislature at the general election of November 2002 has a small 'window of opportunity' during which he or she may be appointed by the governor to an office or position that requires senate confirmation."
