Note that the Texas Attorney General, in Tex. Att'y Gen. Op. [https://www.texasattorneygeneral.gov/sites/default/files/opinion-files/opinion/2021/kp-0347_0.pdf#page=7 KP-347] (2021), opined that: "[W]hen the Legislature meets for session in the Capitol, it must be open and accessible to the public."
Subsection (a), the "evergreen" provision, makes the $6 billion in additional authority continuous.
