The following section of the constitution and articles of the Revised Statutes of 1895 embrace the provisions of the law upon the subject of the first question propounded:
"Every railroad company shall have the right with its road to intersect, connect with or cross any railroad; and shall receive and transport each the other's passengers, tonnage and cars, loaded or empty, without delay or discrimination under such regulations as shall be prescribed by law." Const. art. 10, § 1.
