The former section was adopted in 1876 and never amended.

It read: "No man or set of men shall ever be exempted, relieved or discharged, from the performance of any public duty or service imposed by general law, by any special law. Exemptions from the performance of such public duty or service shall only be made by general law."

In the same ballot proposition that repealed it, its substance was transferred to Article III, Section 56(a).
