As adopted in 1876, the former section specifically prohibited the Legislature from appropriating money to establish a bureau of immigration or to bring immigrants to Texas.
As amended in 1958, the former section specifically authorized the Legislature to appropriate money to develop and disseminate promotional information about Texas.
The expenditure of funds for such purposes is now governed by other constitutional provisions, which generally allow the Legislature to appropriate money for any "public purpose" authorized by preexisting law.
