The section, added in 1988 and amended twice, established the "Texas growth fund" and specified its purpose, management and investments.
Subsection (p) read: "This section expires September 1, 1998, except that if the legislature authorizes the creation of Texas growth fund II as provided by Subsection (m) of this section, this section expires September 1, 2008."
