The former section, added in 1949 and amended once, concerned the establishment of rural fire prevention districts.

The purpose of the section was to allow such districts–subject to voter approval–to collect a property tax.

A 2003 law that converted rural fire prevention districts to emergency services districts made the section unnecessary.
