This section was repealed November 9, 1963.

In 1956, a section numbered 51-b (which concerned assistance to the needy) was added to Article III.
In 1962, that duplicate section was repealed and its substance transferred to this section.
In 1963, this section was repealed and its substance transferred to Article III, Section 51-a.
