Article III, Section 31 of the Texas Constitution ("Origination in Either House; Amendment")

Adopted February 15, 1876:

Bills may originate in either House, and, when passed by such House, may be amended, altered or rejected by the other.

Note that Section 33 of this Article provides: "All bills for raising revenue shall originate in the House of Representatives."
