In 1935, a section 51-b was added to Article III. In 1945, the original Section 51-b (which concerned old-age pensions) was repealed and its substance transferred to Article III, Section 51-a.
In 1954, a section 51-b was again added to Article III. In 1978, the second Section 51-b (which established the State Building Commission and the State Building Fund) was repealed outright.
In 1956, another section 51-b was added. In 1962, the third Section 51-b (which concerned assistance to the needy) was repealed and its substance transferred to Article III, Section 51-b-1.
